Scale plan customers can now set and track budget limits for CI credit usage.

- Automated notifications: Receive alerts when reaching 70%+ of budget limits via email, in-app banners, and build notification warnings
- Comprehensive coverage: Budgets track compute, Docker Layer Caching, storage, IP ranges, and network usage
Access: Org Admins can create and manage budgets from the Plans page. All users with Plans page access can view budget status.
Budgets run weekly (Monday 00:00 UTC - Sunday 23:59:59 UTC) and reset automatically.
